Zagreus is the only one who pauses. Boba has already eaten half of a cookie.

"It's not like he's here to do it," he says with a full mouth, emphasized by crumbs getting absolutely everywhere. "Even if he was, people like him rarely do their own dirty work."

At this point, Boba is under the impression that Santa is a crime lord who's been kidnapped, leaving a less business-minded member of his inner circle (Jack) in charge. So far the milk and cookies seem to be the only tribute he demands. Boba's still missing the part of the operation that actually profits from all this work, but it has to be there somewhere.
